This is very touching and beautiful.  You really captured a tender moment, even if the man paying his respects is a stranger to the fallen solider.

I remember when I visited; I saw hill after hill, dotted with those white headstones, my knees hit the ground and I was at a loss for breath. This picture brings me back to that day. Thank you.

Wow....  I would imagine it's not fast work for these volunteers as they place the wreathes.  You don't just flippantly toss them down like putting up decorations on light poles along Main Street.  Every one of those stands for a man, a woman, a child, a parent, a brother, a sister, a dear friend...

It went faster than I thought - about two hours for the actual laying.  Thousands of people showed up to
Arlington to help out.  =D

You answered a question I was going to ask. I was wondering if he was a relative of the fallen soldier. It's bitter to admit that such a scene is almost impossible in my country.

That sucks. 

To be honest, though, I wasn't expecting civilians to
be so compassionate/emotional during this event.  It was
a pleasant and heartbreaking surprise.
